James D. Cralle, CLU
President & Founder

With over 40 years of experience in insurance, Jim founded Capitol Association Plans in 1982. He has provided consulting to fortune 500 companies such as Procter & Gamble, as well as benefits for political subdivisions such as the California State Legislature. His education includes a degree in Business Administration from Humboldt State University, and a Chartered Life Underwriter designation with advanced certificates in Estate Planning, Financial Counseling, and Benefit Planning from The American College of Life Underwriters.

Jim is respected for his expertise in Benefit and Estate Planning. He was a founder and Charter President of the Sacramento Employee Benefit Council and is a past President and life member of the Sacramento Estate Planning Council.

Jim is a Vietnam veteran and a member of Ben Ali Shrine's Keystone Cops, and fulfills many community obligations. He lives in Fair Oaks with his wife Diana and enjoys golfing, fly fishing, and being a grandfather.

Heather Ford
Associate

Heather joined Capitol Association Plans in February of 2005 as a Life and Health Agent. She brings with her over seven years of Association management as well as meeting and event planning experience, which lends her a unique perspective on the financial and organizational constraints of the Association climate.

Heather started her career as a Meeting Planner for the Association Resource Center (ARC), a Sacramento-based Association Management Company. Her experience included working with Association clients such as the California Society for Association Executives (CalSAE) and the Chief Probation Officers of California. Heather continued her career as the District Director of the Sacramento North office of the Muscular Dystrophy Association (MDA). As an Association Executive for MDA, Heather honed her professional event planning and management skills. Throughout her career at MDA, Heather's fundraising efforts culminated in raising more than $2.4 million for the Association.

Heather lends her Association experience to marry the distinctive needs of new and existing association clients with financially sensible insurance programs.

A Sacramento native, Heather lives in Mid-Town with her husband, Devon and son, Mason. Heather's joys include wine tasting, travel and photography.
